INPAWS Board and Council passed a resolution Feb. 11, 2014, stating their opposition to the proposed reservoir on White River at Anderson. The reservoir would flood 1/3 of Mounds State Park and the Mounds Fen State Nature Preserve in its entirety. It would also flood a large area of mature riparian habitat along the White River. In addition to this damage, the reservoir would also undermine the state nature preserve law, which has not faced such a challenge since its passage in 1967. State law provides that a state dedicated nature preserve may not be disposed of or used for other purposes unless there is determined to be an “imperative and unavoidable public necessity.” If economic development is determined to provide that necessity, then no nature preserve in the state would be truly safe.
